:: Objections/comments invited from public on filing of Aggregate Revenue Requirement of Tariff for FY 2007-08, FY 2008-09 and FY 2009-10 and determination of Tariff for FY 2009-10

Tata Steel Limited (TSL), formerly known as Tata Iron and Steel Company Limited (TISCO), is a company incorporated under the provisions of the Companies Act, TSL is distributing electricity in Jamshedpur Township through a License granted under Section14 of the Electricity Act 2003.

TISCO had been distributing electricity in Jamshedpur Township since 1923 through a sanction/license granted under section 28(1) of the erstwhile Indian Electricity Act 1910. After this Act was repealed by the introduction of the Electricity Act 2003, TISCO filed an application for a Distribution License for Jamshedpur Township on December 24, 2003 under Section 15 of the 2003 Act. In the absence of final regulations and in view of the provisions of Section 14 proviso one and Section 172 (b) of the Electricity Act 2003, JSERC by order dated March 24, 2004 permitted the applicant to continue operating under the provisions of the repeated Act till the time new regulations regarding the same were notified by the Commission. After notification of the JSERC Regulations, administrative action for issue of license was initiated and subsequently license was issued to TSL on January 12, 2006 w.e.f. March 24, 2004.

TSL has filed ARR and tariff determination petitions for FY 2007-08, FY 2008-09 and FY 2009 – 10 with the Jharkhand State Electricity Regulatory Commission (JSERC) in accordance with Sections 45, 46, 61, 62 and 86 of the Electricity Act, 2003 and as per the regulations of the JSERC (Terms and Conditions for Distribution Tariff) Regulation, 2004.

It is proposed to recover only the gap attributable to FY 09-10 ( Rs.47.97 Cr.) by increase in tariff and the remaining portion  ( Rs.3.97 Cr.) related to previous Financial Years to be considered as a Regulatory Asset as specified under the National Tariff Policy.
